This is Saudi Arabia TV program. In each country, they have their own custom and they take it for granted. Other countries might be surprised at great custom as this TV program and vice versa.
The bottom line is EDUCATION. But we should not expect a kid's discipline at school. The discipline at home by parents are more important. It has become a problem in Japan right now.
When they refer to the Japanese COMPASSION, I am glad to see his comment.

すべては「教育」。躾は学校だけでなく家庭。そこが今の日本の問題。
「思いやり」これは日本人の素晴らしい誇るべき部分。大切にしたいですね。
